第一条 根据《中华人民共和国境内外国人宗教活动管理规定》(国务院令第144号)、《中华人民共和国境内外国人宗教活动管理规定实施细则》(国家宗教事务局令第1号)、《关于修订<中华人民共和国境内外国人宗教活动管理规定实施细则>的决定》(国家宗教事务局令第9号)和《高等学校接受外国来华留学生管理规定》(教育部、外交部、公安部令第9号)等规章精神,参照我校学生及来华留学生管理相关制度,特制定本规定。
第二条 来华留学生是指持外国护照在我国高等学校注册接受学历教育或非学历教育的外国公民。
第三条 来华留学生宗教活动是指来华留学生按照各自的宗教信仰习惯举行和参与的各种宗教仪式,与中国宗教社会团体、宗教活动场所和宗教教职人员所发生的宗教事务方面的联系,及其有关的各种活动。
第四条 尊重来华留学生宗教信仰自由,依法保护和管理来华留学生的宗教活动以及在宗教方面同中国宗教界进行的友好往来和文化交流活动。
第五条 来华留学生不准携带下列宗教印刷品、宗教音像制品和其他宗教用品进入境:
1.超出个人自用合理数量;
2.有危害中国国家安全和社会公共利益内容的。发现有违反上款规定的宗教印刷品、宗教音像制品和其他宗教用品,由海关依法进行处理。
第六条 来华留学生在中国境内进行宗教活动,应当遵守中国的法律、法规。来华留学生可以根据自己的宗教信仰在依法登记的寺院、宫观、清真寺、教堂参加宗教活动,或在由省、自治区、直辖市人民政府宗教事务部门指定的临时地点举行。
第七条 来华留学生在中国境内不得以任何名义或形式成立宗教组织、设立宗教办事机构、设立宗教活动场所或者开办宗教院校、举办宗教培训班。
第八条 来华留学生不得干涉中国宗教社会团体、宗教活动场所的设立和变更,不得干涉中国宗教社会团体对宗教教职人员的选任和变更,不得干涉和支配中国宗教社会团体的其他内部事务。
第九条 来华留学生不得在中国境内进行下列传教活动:
1. 在中国公民中委任宗教教职人员;
2. 在中国公民中发展宗教教徒;
3. 擅自在宗教活动场所讲经、讲道;
4. 未经批准在依法登记的宗教活动场所以外的处所讲经、讲道,进行宗教聚会活动;
5. 在宗教活动临时地点举行有中国公民参加的宗教活动,被邀请主持宗教活动的中国宗教教职人员除外;
6. 制作或销售宗教书刊、宗教音像制品、宗教电子出版物等宗教用品;
7. 散发宗教宣传品;
8. 其他形式的传教活动。
第十条 来华留学生不得在校园内开展与宗教相关的下列活动:
1. 在校园内进行任何形式的宗教聚会;
2. 在教室、学生公寓、宿舍走廊等校内所有区域张贴、悬挂与宗教相关的图片和文字;
3. 在教室、学生公寓、宿舍走廊等校内所有区域进行集体祷告;
4. 以宗教活动名义扰乱正常教学计划;
5. 要求学校任何部门或个人支持其参加宗教活动;
6. 穿戴反映宗教信仰的服饰、标志。
第十一条 来华留学生违反本规定进行宗教活动,构成违反《中华人民共和国外国人入境出境管理法》、《中华人民共和国治安管理处罚条例》等法律法规的,由公安机关依法予以处理;构成犯罪的,由司法机关依法追究刑事责任。
第十二条 来华留学生不得进行宗教极端、暴力恐怖思想传播活动。
第十三条 本规定自公布之日起执行,由金沙检测线路js69负责解释。
Regulations on the Administration of Religious Activities for International Students of HYIT (Trial)
Article 1 According to Regulations of the People's Republic of China on the Administration of Religious Activities of Foreigners (Order No. 144 of State Council), Rules for the Implementation of the Provisions on the Administration of Religious Activities of Foreigners within the Territory of the People's Republic of China (Order No. 1 of the National Religious Affairs Bureau), the Decision on Revising <Regulations of the People's Republic of China on the administration of religious activities of foreigners> (Order No.9 of State Bureau of Religious Affairs) and Regulations on The Administration of Foreign Students in Colleges and Universities (Order No.9 of the Ministry of Education, The Ministry of Foreign Affairs and the Ministry of Public Security), these regulations are formulated with reference to the relevant regulations on the administration of students and International Students in HYIT.
Article 2 Foreign students in China refer to foreign citizens registered in Chinese institutions of higher learning with foreign passports to receive academic education or non-academic education.
Article 3 Religious activities of foreign students in China refer to various religious ceremonies held and participated by foreign students in accordance with their own religious beliefs and habits, shall contact Chinese religious social groups, sites for religious activities and religious personnel in religious affairs, and other related activities.
Article 4 Respect the freedom of religious belief of international students in China, protect and administer their religious activities as well as friendly communication and cultural exchanges with Chinese religious circles in accordance with law.
Article 5 International students are not allowed to carry the following religious printed matter, religious audio-visual product or other religious articles into China
1. Exceeds a reasonable amount for personal use.
2 Contents that endanger China's national security and social and public interests. Religious printed matter, religious audio-visual products and other religious articles found to be in violation of the provisions of the preceding paragraph shall be dealt with by the Customs in accordance with law.
Article 6 International students who conduct religious activities in China shall abide by Chinese laws and regulations. International students may participate in religious activities in legally registered monasteries, temples, mosques and churches according to their religious beliefs, or in temporary places designated by the religious affairs departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
Article 7 International students shall not set up religious organizations, religious offices, sites for religious activities, religious schools or religious training courses under any pretext or form within the territory of China.
Article 8 International students in China shall not interfere in the establishment and change of Chinese religious and social organizations and sites for religious activities, the selection and change of religious personnel by Chinese religious and social organizations or interfere in and dominate other internal affairs of Chinese religious and social organizations.
Article 9 International students in China shall not carry out the following missionary activities in China:
1. Appoint religious personnel among Chinese citizens.
2. Develop religious believers among Chinese citizens.
3. Preaching in places of religious activities without authorization.
4. Preaching sermons or holding religious gatherings in places other than legally registered places for religious activities without approval.
5. Holding religious activities attended by Chinese citizens at temporary sites for religious activities, apart from Chinese religious personnel invited to preside over religious activities.
6. Making or selling religious books and periodicals, religious audio-visual products, religious electronic publications and other religious articles.
7. Distributing religious propaganda.
8. Other forms of missionary activities.
Article 10 International students are not allowed to carry out the following activities related to religion on campus:
1. Organizing any form of religious gathering on campus.
2. Post and hang pictures and texts related to religion in classrooms, student apartments, dormitory corridors and other areas on campus.
3. Conducting collective prayer in all areas of the campus, such as classrooms, student apartments and dormitory corridors.
4. Disrupting normal teaching plans in the name of religious activities.
5. Ask any department or individual of the University to support their participation in religious activities.
6. Wear clothing and symbols that reflect religious beliefs.
Article 11 International students who conduct religious activities in violation of these provisions, which constitute violations of the Law of the People's Republic of China on The Entry and Exit of Foreigners and the Regulations of the People's Republic of China on Public Security Administration and Punishment, shall be dealt with by the public security organs according to law. If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.
Article 12 These regulations shall be implemented as of the date of promulgation, and the school of International Education shall be responsible for interpretation.
